The Council Business Meeting was called to order by the Grand Andy Sciacca at 7:17 PM. Warden’s Report – All council members in attendance possessed a current membership card. All present stood for the Lord’s Prayer. Warden Walter Kuehn led the council in the Pledge of Allegiance. |

The Opening Ode was not sung. Motion made, seconded and approved to dispense with Opening Ode.
Chaplain’s Message – No report due to Fr. Diegelman not present. Fr. Diegelman has withdrawn from his office as Chaplain due to his continuing health concerns. Trustees will be discussing matter and will offer plan to GK as to a replacement.
Approval of Minutes of Previous Meeting – Don Williams:
· Motion made W. Towell , seconded by P. Hilchey and minutes approved.
· No New applications offered. Brother Don Williams will follow up with District Deputy Tim Hall on applicants from other councils. He also spoke about the benefit of doing a first degree in the applicant's home council.
v Grand Knight’s Report – GK Andy Sciacca:
· Special Olympics Football (10/14/2016) – GK asked for volunteers to cook food.
· Baby Bottle Campaign (10/15 &16/2016) – GK noted that the Church bulletin has the campaign ending 10/22 & 23/2016.
· OP LAMB (10/15/2016) – GK asked for assistance at the Harris Teeter store.
· Diaper Bank Fund (10/15/2016) – GK asked for a motion to donate $150. P. Hilchey made and amended the motion which was seconded by W. Towell. The motion Passed.
· Mexican-Meal Pile-On (10/15/2016) – GK asked for volunteers to help with the fund-raiser. NOTE: It was continued on 10/16/2016 to use up the food.
· Necrology Reading of Names of Deceased (10/16/2016) – D. Kuboushek agreed to update the list of names for the service.
· First Degree (10/16/2016) – D. Williams reminded all of the 1st degree and agreed to lead it.
· Baby Bottle Campaign (10/22 &123/2016) – GK noted that the Church bulletin has the campaign ending 10/22 & 23/2016. P. Hilchey noted that the campaign will probable continue with bottle collections into mid-November.
· Special Olympics Soccer (10/22/2016) – GK asked for volunteers to cook food. DGK noted that this is a special event and he asked for many to please volunteer.
· Bicycle Clean -Up (10/15/2016) – GK asked for volunteers to help with this.
· Fourth Degree Meeting (10/25/2016) – D. Kuboushek reported on agenda.
· Flag Retirement / Chili Cook-Off (10/29/2016) – GK noted that it must be completed by 7:30 PM and asked for volunteers to help with this.
· Bicycle Clean-Up (10/29/2016) – GK asked for volunteers to help with this.
· Fifth Sunday Rosary (10/29 & 30/2016) – GK asked for members to attend and for three individuals to lead the Rosary. M. Peters and D. Williams agreed to this.
· Pancake Breakfast Fund Raiser (10/30/2016) – GK asked for volunteers to help with this. P. Hilchey agreed to bring Maple Syrup.
· Halloween Trunk or Treat (10/30/2016) – GK asked for volunteers to help with this.
· Knight of the Month / Family of the Month – GK presented certificates to P. Hilchey / Hilchey Family.
Auditor’s and Trustee Report – Art Saraphis:
· Nothing to report.
Chancellor’s Report – Dave Kuboushek:
· Nothing to report.
Service Program Reports – Deputy Grand Knight Ken Johnston:
· DGK reminded the council that the positions of Church Director, Council Director, Parish Council and Public Relations remain open.
· Church Director – No Director. DGK reported that there will be a Posada event meeting in about ten (10) days
· Council Director – No Director (GK Andy Sciacca covering); No Report.
· Community Director – Not Present; No Report.
· OP LAMB Director – GK reported that he had secured ten (10) cases of Tootsie Rolls and that he will deliver them to the Harris Teeter site.
· Family Director – Dave Kuboushek had no report.
· Culture of Life – P. Hilchey reported that about $895 had been received to date with about 25% of the bottles returned.
· Membership – No Report.
· Parish Council – No Director; No Report.
· Youth Director – W. Towell had no report.
DGK reported that the 5th Sunday Rosary will now be held in the front of the church.
GK asked about the new Bulletin Board brochure holders; D. Kouboushek agreed to follow-up on this.
Unfinished and New Business:
· Baby Bottle campaign ends 30 October 2016.
· 1st Degree ceremony will be held on16 October 2016.
Fourth Degree – D. Kuboushek asked for veteran / family data / pictures for the up-coming Veteran's Day display. He reminded the council of the “Coats For Vets”, “Order of the Purple Heart” and the “Wounded Warrior Program” – all worth causes deserving council support. He also suggested a “Free Meal for Vets” to be held on 11/11/2016.
Field Agent's Report – Brother Knight Joe Smolenski spoke about the Knights of Columbus Annuity program as an Ultra-Safe vehicle for funds to grow and as a vehicle to by-pass Probate upon the death of the owner.
District Deputy's Report – Brother Knight Tim Hall reminded the council officer's of the Regional Meeting for Council Officers.
Good of the Order – Prayers were asked for Brother Don Williams brother's wife Jan Williams. Prayers were also asked for all deceased members, especially for PGK Kevin McBride.
Lecturer's Report – Brother Paul Hilchey gave a report on the Expansion of the Knights of Columbus from 1886 through 1892.

The Expansion of the Knights

From 1886 to 1892 the Knights of Columbus continued to expand throughout Connecticut. In his first letter to the Editor of the Connecticut Catholic, Father McGivney had clearly stated his intention to limit the Order to Connecticut.
However, The New Haven Union reported that in the Fall of 1884 Supreme Knight James Mullen had received a letter of application from Lawrence, Massachusetts. According to the Union, the delegates to the Supreme Council meeting of the previous June discussed “whether the organization should branch out into other states”. The Supreme Knight deemed it advisable. He indicated that he was an expansionist who believed that the benefits should not be confined to one state.
Since fourteen Connecticut councils had been formed between 1884 and 1885, the development of a strong base in the home state took precedence over interstate expansion. One of the first councils was accidentally moved to Westerly, Rhode Island by a fire in the meeting hall in Stonington, Connecticut making Council # 21 an “Out-Of-State” council. The Order's presence in Rhode Island was unrelated to the expansionist issue.
In early April of 1885 the Supreme Committee wrote a letter to each of the Grand Knights in which the problems of the assessment collections (for death payments to the survivors) were clearly stated. Some 77 “members” had not paid it. The first death occurred on 1 March 1885 when only $970 was collected in assessments of $1 per member. Therefore, it was obvious that some councils were not reporting suspensions of members and the lapse of some memberships to the Supreme Secretary. Then, in March 1885 he requested an updated list of members from each council.
When 3 more deaths occurred within 5 weeks, the Supreme Secretary once again requested an updated list of members. To remedy the problems of each council's responsibility and accountability, the Supreme Council of 1885 amended that article of the constitution for the subordinate councils which specified the “Duties of the Financial Secretary”.
Now the responsibilities for the endowment fund entailed very precise procedures for collection and distribution which, when this was combined with the broad duties of the office, placed a heavy burden upon the Financial Secretary. Hence, now the amended constitution made the Financial Secretary a salaried officer, the amount of which was to be specified by each local council.
